3.12 CONFERENCE PERSONNEL

3.12.1 - COMMISSIONER

The Conference Commissioner is the Chief Administrative Officer of the Conference. As such, the Commissioner shall:

3.12.1.1 - Attend and Issue calls for official meetings of the Conference, prepare agendas for such meetings, prepare and distribute minutes of all meetings.

3.12.1.2 - Serve as an ex-officio member, without vote, of the Executive Board, Advisory Board and all special and ad hoc committees unless the appointing authority otherwise provides.

3.12.1.3 - Serve as treasurer and receive and hold all Conference funds, and upon proper authorization, pay all valid expenses of the Conference.

3.12.1.4 - Present an annual financial report to the membership at the fall and spring meetings and provide a copy of the annual audit of Conference financial records to the Chair of Executive Board. Other members of the Executive Board may obtain a copy of the annual audit upon request.

3.12.1.5 - Prepare and submit to the membership at the summer meeting an annual budget for Conference operation, which will need approval from the Executive Board.

3.12.1.6 - Monitor NCAA rules compliance within the Conference.

3.12.1.7 - Receive all Letters of Intent and prepare and distribute reporting forms as required by the Conference and the NCAA.

3.12.1.8 - Monitor eligibility within the Conference.

3.12.1.9 - Serve as the official delegate of the Conference to the annual convention of the NCAA.

3.12.1.10 - Serve as interpreter of NCAA Regulations, the Conference Constitution, Bylaws, and Sports Regulations, and as enforcement officer of the Conference.

3.12.1.11 - Recommend changes deemed advisable to him/her in the Bylaws or Sport Regulations.

3.12.1.12 - Recommend the initiation of an investigation of any member institution which has been officially notified by the NCAA of alleged violations.

3.12.1.13 - Interpret and recommend, in writing, upon request or on his/her own volition, provisions of the Bylaws and Sports Regulations, except the Articles, all of which are subject to review and revision by the Executive Board.

3.12.1.14 - Exercise such powers and authority as may be reasonably necessary to the discharge the duties and responsibilities of his/her office, including the right to disqualify players in emergency situations as well as rule on all hardship cases. 3.12.1.15 - Provide leadership and visibility for the Conference.

  • Serve as liaison between the Conference and representatives of the press, radio, and television.
  • Promote and market the Conference nationally and attempt to raise funds to limit future dues increases.
  • Manage issues with regard to membership as directed by the Executive Board and Advisory Board.

3.12.1.16 - Assist with training and evaluation of contest officials.

3.12.1.17 - Serve as consultant in the organization and supervision of all Conference championships.

3.12.1.18 - Select and supervise other staff personnel employed by the Conference and authorized by budget appropriation.

3.12.1.19 - Perform other services traditionally assigned to the administrative office of an intercollegiate athletic conference.

3.12.2 - COMMISSIONER CONTRACT

The initial contract of the Commissioner shall be for a period of one year (July 1 to June 30) as approved by an affirmative vote of two-thirds of the institutional representatives of the member institutions.

A second contract for a period of one year shall also require a two-thirds affirmative vote of the membership. Subsequent contracts for the incumbent Commissioner shall require a majority vote of the institutional representatives.

Starting with the third contract of employment, the Commissioner may be offered a three-year, annually renewable, "rollover contract" or be notified in writing of the intent of the Conference not to renew the existing contract. In the event of non-renewal, the incumbent Commissioner will have a one-year notice of the expiration of the employment contract.

Termination shall require a majority vote of the institutional representatives of the member institutions.

3.12.3 - COMMISIONER EVALUATION

The Commissioner will be reviewed on an annual basis in a manner prescribed by the Executive Board.

3.12.4 - ASSISTANT COMMISSIONER/COMPLIANCE

The full-time Assistant Commissioner/Compliance serves in the conference office with the following responsibilities:

3.12.4.1 - Serve as the conference compliance coordinator and chief compliance contact with all conference members

3.12.4.2 - Establish a system of conference compliance education

3.12.4.3 - Supervise monthly conference calls between conference compliance personnel

3.12.4.4 - Serve as the conference office manager

3.12.4.5 - Work with the commissioner at conference championships

3.12.4.6 - Administer the national letter of intent program

3.12.4.7 - Administer the NCAA coaches certification program

3.12.4.8 - Administer and prepare the NCAA conference grant application

3.12.4.9 - Work with the commissioner to help coordinate conference meetings

3.12.4.10 - Prepare the annual calendar of all conference vents and NCAA meetings

3.12.4.11 - Serve as the conference SAAC liaison and work with the commissioner to coordinate the annual conference SAAC retreat

3.12.4.12 - Provide and maintain annual conference reports

3.12.4.13 - Serve as coordinator of special projects, as necessary
