Section 1. PARTICIPATION REQUIREMENTS
1.1 All member institutions fielding teams in men's and women's basketball shall agree to participate for the championship.
Section 2. SCHEDULE
2.1 All member institutions shall observe the NCAA starting date for pre-season practice regardless of geographic location. No geographic exceptions are allowed. (Updated October 2010)
2.2 The maximum number of games permitted in a single season shall not exceed the NCAA maximum number of allowable games. Regular season conference games cannot be exempted games on the Hawaii exemption.
2.3 Varsity contests shall be scheduled in accordance with the regulations as they appear in Article 17 of the bylaws of the NCAA. The conference office is responsible for establishing the schedule with input from the coaches and approval by the athletic directors. Any changes to the approved schedule shall need written approval from both athletic directors and the commissioner.
2.4 Conference members shall complete their conference-scheduled contests as assigned yearly by the conference office. The Conference member(s) responsible for failure to meet this requirement shall be declared ineligible for the Conference championship in men's basketball for the year in which the infraction occurs.
2.5 Game times - Men’s and women’s basketball games shall be a doubleheader. The recommended start times are 5:30 p.m. & 7:30 p.m., but institutions have the right to set their own game times based upon institutional constraints. Institutions deviating from the recommended start times must notify the commissioner and the opposing teams in writing. (Updated February 2011)
2.5.1 The time between games is set at 25 minutes with the clock starting its countdown once the women’s teams leave the court. (Updated June 2010)
2.5.2 Weekend getaway times may be agreed upon between institutions with approval from the Commissioner, but must always be doubleheaders. Weekend getaway dates are defined as the final game of a road series outside the pod (or geographical region, i.e. Hawai‘i, San Francisco Bay area, Southwest United States). Requesting weekend getaway times is the responsibility of the visiting school, and must be accommodated by the home school, as long as the team is making a flight that same day. Times for such weekend getaway dates shall be mutually agreed upon between schools, and are suggested as Noon & 2 p.m., but those times are flexible to allow visiting teams to make flights. Weekend getaway dates are Saturday or Sunday, and federal holidays that fall on Mondays (Updated June 2011). The final home game of the season (traditionally known as Senior Night) is exempt from the Weekend Getaway Date Rule. (Updated February 2011)
2.5.3 When conference basketball games are scheduled on consecutive days, there will be at least 22 hours between starting times or a mutually agreed alternative. (Updated 2009)
Section 3. NCAA REGIONAL TOUNAMENT REPRESENTATION
3.1 The conference representative will be the winner of the conference regular season play, (or in certain circumstances) as determined by method in Section 11 below. Selection to the NCAA Regional will be strictly according to NCAA selection criteria.
Section 4. CONTRACTS
4.1 Contracts may be agreed upon by the exchange of e-mails with opposing institutions by July 1 of the previous year (updated April 2010)

Section 6. Playing Rules
6.1 The rules and regulations of the NCAA shall govern the playing of the Conference games, unless exceptions are specifically stated in the Sports Regulations of the conference.
6.2 Basketball teams may travel an unlimited amount of players, but may only dress twelve (12) student-athletes per game. An exception is granted for teams who travel within a pod (geographical region-i.e, Hawaii, SF Bay Area, Southwest) in which case travel roster is unlimited. There are no limits as to the amount of players who dress for home teams. Injured players may sit in bench area, but other traveling players who do not suit up are requested to sit behind the bench, unless special circumstances exist.
Section 7. OFFICIALS
7.1 Three officials shall be used in all Conference games.
7.2 No official will be allowed to work back-to-back games at the same site on the same date.
7.3 There shall be a Supervisor of Officials to review officials throughout the conference season.
7.4 The Supervisor of Officials will be allowed access to game tape exchange to review video as necessary. If the Supervisor requests a tape or DVD of conference games, they should be accorded all courtesy from member institutions.
7.5 Officials of conference games in men’s and women’s basketball shall be paid a minimum of $150 per contest. The host institution is responsible for processing payment.
7.6 Basketball officials evaluation forms policy.
During the conference season, it is the responsibility of both coaches of each conference basketball contest to fill out an Evaluating Officials Form.
The online forms should be completed and submitted the BY THE CLOSE OF BUSINESS EACH MONDAY FOLLOWING CONFERENCE GAMES FROM THE PREVIOUS WEEK. (A grace period will be allowed for those teams traveling on Monday.)
This policy is mandatory for all conference games in both men's and women's basketball. Forms should be filled out or approved by each head coach, as comments are the responsibility of the head coaches.
All forms will be reviewed by the Commissioner and the Supervisor of Officials.
The conference office will be responsible for distribution of completed forms to the Supervisor of Officials for review. Forms also may be viewed by officials' assignors, as necessary, and by other athletic directors, upon request.
Responsibilities of the conference supervisor of officials shall include:
1. Establishing an evaluation process for review and rating of PacWest conference officials in men's and women's basketball and working with input from assignors in Hawaii, Arizona, southern Utah, and northern California and PacWest basketball coaches to implement.
2. Maintaining knowledge of NCAA basketball rules and officiating techniques.
3. Scheduling and conducting annual seminars and/or clinics directed toward the development of PacWest officials.
4. Recommending the PacWest basketball officials who are under consideration to the NCAA for participation in the Division II Basketball Championships.
5. Annual evaluation of each PacWest basketball official. Evaluations will be based on personal observation, video tapes, written reports and other appropriate input, including input from assignors and coaches.
6. Establishing and maintaining channels of communication with PacWest basketball officials and assignors regarding updating knowledge, improving skills, and providing NCAA interpretations, and other officiating areas as considered appropriate.
7. Reporting to the Commissioner in a timely manner any observed or reported misconduct by an official, a coach or any other institutional representative.
8. Recommending to the Commissioner appropriate disciplinary action for officials deemed guilty of misconduct following a thorough investigation by or at the request of the Commissioner.
9. Preparing, in writing, an annual review of PacWest basketball officiating.
10. Serving, when requested, on NCAA Officials Evaluation Committee at NCAA Division II Basketball Championships.
11. Attention to any other concerns related to basketball officiating, as directed by the Commissioner.
Section 8. EQUIPMENT
8.1 The official basketball for all Conference games shall be any wide seam NCAA Approved ball.
Section 9 GAME MANAGEMENT / CONDITIONS OF COMPETITION
9.1 All game arrangements, including but not limited to the visiting radio and/or television broadcasting crews and special groups, should be approved by the host institutions athletic director 72 hours prior to the event. The host school is required to provide a courtesy radio line for all visiting conference schools.
9.1.1 Visiting cheerleaders in uniform, mascot included are admitted free to conference contests.
9.1.2 Television/radio time-outs should occur as prescribed in the NCAA Basketball Rules book. Media timeouts, when television, radio, or internet are present, shall be at the 16-12-8-and-4 minute marks. In the case of no media present, then the time-outs are handled normally with no media time-outs. The home school's Sports Information Director will communicate directly to the Head Referee as to whether media are present or not. The Head Referee should notify each coach about the time-outs for that game.
9.1.3 The host institution will provide ice water, and towels. The visiting team will be billed at replacement cost for towels that are not returned.
9.1.4 The official scorers shall wear a black and white striped shirt. In all contests where the visiting team has a scorer and / or statistician, such person or persons shall be seated near the official scorer or statistician.
9.1.5 It shall be the home team's responsibility to provide adequate game management and security of the game officials and the visiting team. An escort should be provided for the officials at half time and after the game when necessary. The announcer shall read the NCAA statement of sportsmanship once a significant audience is present prior to the start of the game.
9.1.6 Practice and shoot around schedules should be set and communicated in writing to all conference institutions at least one week prior to the start of the conference season (except in cases where an institution is not in control of their own facilities). Institutions with facility-issues should make their best effort to reserve appropriate gym space and time, communicated in writing to visiting teams, and work with the conference office to ensure that visiting conference teams are accommodated. 9.1.6.a The host institution will make every effort to provide the visiting team quality practice time on the day before and/or the day of the game, with consideration give to the health, safety, and welfare of the student-athlete and respect and consideration for visiting teams. The length of the practice time should be a minimum of 90 minutes on the day before and one hour on the day of the game. The home team shall provide a minimum of six leather balls, same specifications as the game ball, at practice time. (Updated 2008)
9.1.7 Game day (week days) order of events, based on a 5:30 p.m. tip off for game one:
- 4:30 p.m. Court available for warm up for both teams. Practice balls to be proved by host institution.
- 4:58 p.m. (30:00 on clock) Floor available for warm up.
- 5:08 p.m. (20:00 on clock) Official clock starts 20-minute countdown
- 5:21 p.m. (7:00 on clock) Teams leave floor; National Anthem played; floor swept
- 5:26 p.m. (2:00 on clock) Teams return to floor
- 5:28 p.m. (0:00 on clock) Player introductions
- 5:30 p.m. Tip off
Exceptions to the pre-game protocol will be allowed for recognition of seniors and parents. These introductions shall be no more than five extra minutes before tip off. The visiting team shall be notified prior to the date of the contest that these exceptions will take place.

(Game two will start at 7:30 p.m. or 25 minutes after the conclusion of the women's game, after all women's game participants leave the floor)
9.2 The transparent rectangular backboard shall be used.
9.3 Adequate equipment shall be provided for conduction the game, including scorebook, game ball, a visible scoring device and a visible seconds clock on each end of the court.
9.4 The court shall be available for a warm-up no less than 60 minutes prior to the start of the game, except doubleheaders, 20 minutes.
9.5 The visitors shall be provided a minimum of six leather game balls for warm-up with the same specifications as the game ball.
9.6 A private meeting room or locker room or other appropriate space shall be provided for the visiting team on hour prior to the start of the game. The home team should notify the visiting team about its special facility accommodations.
9.7 Pre-game information, including parking, appropriate entry into the facility, practice times, etc. shall be communicated in writing to the coach and any appropriate administrators of the game.
Section 10. CONFERENCE CHAMPION
10.1 The conference champion will be the winner of the conference regular season play.
10.2 In the case of a tie for first place in the conference standings, the winner of the head-to-head competition between the tying teams shall be declared conference champion. In all other cases, or in the case that a tie is not broken in head-to-head competition, co-champions shall be declared. (EFFECTIVE STARTING 2012-13.)
10.2 Tie breaking and Seeding Procedure for post-season playoffs (if necessary), or Automatic Qualifier:
a: Best record in head-to-head competition in conference games.
b: If still tied, then best won-lost record versus each conference member (conference games only) based on descending order of conference finish.
c: If a tie still exists, highest ranked team in official NCAA regional rankings.
d. If tie still exists, and no team in regional rankings, then coin flip will decide. Commissioner will determine time/site/procedure for coin flip. (Approved Winter 2009)
e. In the case an NCAA non-eligible team wins the conference championship, the AQ will go to the next highest NCAA-eligible team in the final standings (i.e. runne- up or next highest eligible finisher) (Approved fall 2009)
Section 11. STATISTISCAL INFORMATION
11.1 The official NCAA Box Score Form shall be completed by the Sports Information Director. Half time box scores shall be delivered to locker rooms. After full game box scores and play by play shall be made available.
Section 12. GAME TAPE EXCHANGE AND SCOUTING REPORT POLICY
12.1 Each conference member home team is responsible for providing a new videotape of the game to the visiting conference team immediately following the game. Home teams provide these tapes/DVD's at their own expense. DVD's are preferable. (This policy is in force once the conference season begins regardless of whether the games are conference games or non-conference games).
12. 1.a. All games will be uploaded to the game tape exchange site by the home teams once the conference season begins. Additionally, teams will upload all of their Division II non-conference games before conference play begins (Non DII games will not be uploaded). Each coach will establish an account with game tape exchange and will post its appropriate schedule in the system.
Conference games must be uplinked to game tape exchange by the home team within 24 hours of the conclusion of the game (unless the next day is Sunday or a holiday. In that circumstance, the games must be uplinked within 48 hours upon completion of the conclusion of the game). (Updated April 2010)
The penalty for not providing requested gametape (via game tape exchange) to opposing conference institution by deadlines noted is $250 for the first offense and $500 for each ensuing offense. Fines should be made payable to the conference office which will donate the funds to the appropriate NCAA-approved charities (such as Make A Wish). (Updated April 2010)
Each school is responsible for uploading its listed home games (conference/DII non-conference) based on the guidelines and timelines set forward in the conference sports regulations, as approved by athletic directors.
Coaches should note that timelines for non-conference games are the same as conference games, although a grace period will be allowed for uploading road games during the non-conference season. In the case of DII non-conference road games, videos may be uploaded to site within 48 hours of returning home.
Coaches should let conference office and game tape exchange know if problems are encountered with video acquisition from DII non-conference road sites.
In the case that multiple conference teams end up in non-conference tournament at the same site, the traveling teams designated as "home team" will coordinate with host institution to ensure that video of contest is uploaded to the site."

12.1.b. It is not permissible to provide film/videotape or any scouting information to any non-member institution, nor is it permissible to allow non-member institutions access to game tape exchange.
12.1.c. Athletic Director's should ensure that their videotape operators provide the highest quality video available. All videotaping should be shot from above, and from an area at or near the mid-court line. All video should include audio. (Approved fall 2008)
12.2 Assignors and the Supervisor of Officials will be given a pass code to review video from game tape exchange. The assignor should coordinate with the Supervisor of Officials to determine written evaluation communication of the games to the Commissioner, if necessary. (Updated 2008)
12.3 Dissemination of videos or scouting information on member institutions to non-conference institutions is not permitted by any means (e.g., tape, phone, email, written material).
12.4 Live scouting - live scouting is disallowed for the sports of men’s and women’s basketball by any person representing the coaching staff of a member institution, except in a tournament where both institutions are playing. A waiver provision will be provided for parent(s) of a student-athlete who is playing in a contest. (Updated April 2010)
It is not permissible to provide DVD, film, or gametapes or any other form of scouting information to any non-member institution. (Updated April 2010)
Section 13. GENERAL
13.1 All other situations not covered by these conference rules should be referred to the NCAA rules handbook and handled accordingly.
