1.0 Playing Season

1.1 There shall be no required regular season PacWest schedule but PacWest squads are encouraged to meet in-region opponents in a scoring meet prior to the PacWest Championships.

1.2 All member institutions shall observe the NCAA starting date for pre-season practice regardless of geographic location.  No geographic exceptions are allowed.

2.0 Game Conduct

2.1 Competitions will be conducted in accordance with the NCAA Track and Field Rules.

3.0 Championships

3.1 The PacWest Outdoor Track & Field Championships shall be held on the Friday and Saturday four weeks prior to the NCAA Division II Outdoor Track & Field Championships.

The championship rotation will be held at

  • 2013 Point Loma Nazarene University
  • 2014 Fresno Pacific University
  • 2015 Grand Canyon University
  • 2016 Azusa Pacific University 

3.2 Officials for the PacWest Championships shall include:

  • Starter
  • Assistant Starter
  • Running Referee
  • Field Referee
  • Chief Inspector
  • Implement Inspector
  • FAT Operator.

3.3 The Commissioner’s Office will assign someone in the conference office to compile a weekly official Track and Field Performance List for men and women. A conference list can be created through a software program (i.e. Direct Athletics) that can be checked regularly.

3.4 The PacWest Track & Field Performance List shall be available to all track and field coaches by 9 a.m. on the first and third Thursdays in March and April, and the Thursday prior to the PacWest Championships entry deadline.

3.5 Entries for the PacWest Championships are to be submitted to the conference office and verified through our conference software program, using the format provided by the meet director.

3.6 The entry list must be identified and the PacWest eligibility sheet must be received by the Commissioner or designee by Noon (PST) on the Wednesday preceding the championships. Entries are to be made using the official PacWest Track and Field Championships Entry Form. These entries are considered final and declared. No additions or subtractions may be made after the Noon (PST) deadline.

3.7 All entry marks must be those appearing on the official PacWest Performance List. Any athlete without a mark on the PacWest Performance List must be entered with no mark.

3.8 A proof of performance must be submitted to the PacWest Performance List within seven (7) days of the performance. The deadline for the final PacWest Performance List is by 10 a.m. on the Monday prior to the entry deadline by fax or e-mail.

3.9 The final PacWest Performance List(s) shall be available to member institutions by 5:00pm on the Monday prior to the entry deadline.

3.10 Each school shall be limited to the number of entries as equal to the number of scoring places per event.

3.11 Seeding will be conducted by the Commissioner’s Office or a designated meet official according to NCAA rules. If an event does not include a preliminary competition and is run only as a final, the seeding will be done according to time and not random assignment.

3.12 The Commissioner shall arrange for an experienced person(s) to seed the first round of competition in accordance with NCAA and PacWest rules and supply the Meet Director with all necessary event sheets. The cost for this service shall be paid by the PacWest.

3.13 The host institution will notify member institutions of the trials schedule by Noon (PST) on the Thursday before the championships.

3.14 Qualifications for Finals

3.14.1 If 15 or fewer competitors report for the 1500 meters, the event shall be run as a final. If preliminaries are run in the 1500, the maximum number that may qualify for finals would be 12.

3.14.2 Field Events – Athletes in the qualifying round will receive three (3) attempts. The top nine (9) will advance to finals for an additional three (3) attempts.

3.14.3 Vertical Jumps – Opening heights and incremental increases will be established at the coaches’ technical meeting the Thursday of the championships. Increments of five (5) centimeters for the men’s and women’s high jump, and 15 centimeters for the men’s and women’s pole vault will be followed. If one competitor remains in the competition, NCAA procedures for increments will be followed.

3.14.4 The PacWest Championships meet shall be scored in accordance with the NCAA Championships. The scoring option (10-8-6-5-4-3-2-1) shall be used for individual and relay events.

3.15 Championships Time Schedule

3.15.1 All intervals between preliminary heats and finals shall be limited to a maximum of 10 minutes.

3.15.2 A canceled event shall not change the time schedule.

3.15.3 The starting time of the championship is based upon the facility availability and will be approved by the Commissioner.

3.15.4 The Jury of Appeals shall consist of three (3) individuals appointed by the Meet Director. The Jury of Appeals may not consist of coaches, running referee or field referee. The Jury of Appeals also serves as the Honest Effort Jury.

4.0 Awards

4.1 The top three finishers in individual events and members of the top three finishing relays at the PacWest Championships shall receive medals. These place finishers will make up the All PacWest conference track team.

4.2 The Most Valuable Athlete, Freshman of the Year, Newcomer of the Year, and Coach of the Year shall be selected by ballot from each competing institutions head coach immediately following the PacWest Championships. The awards will be presented to the recipients immediately following their selection. A newcomer is defined as a 1st year competitor in the conference who is not a true freshman. The award will be a plaque which states the appropriate award name and year won.

5.0 Special Equipment/Special Situations

6.0 PacWest Championships Host Institution Expenses

6.1 Personnel employed at the PacWest Championship should include the event announcer, official seeder, starter, recall (assistant) starter, running referee, field referee, chief (head) inspector, implement inspector and FAT Operator. These individuals should be compensated at the current USATF rate. Other expenses must be approved by the Commissioner and the Administrative Liaison.

6.2 The host institution will be reimbursed up to, but not to exceed $5,000 or actual cost, whichever is less, for officiating expenses, from the PacWest Commissioner’s Office.

6.3 The host institution will pay meet expenses. The Commissioner’s Office will pay the Performance List Coordinator, the official meet seeder, the FAT operator expenses, awards and for the production of the official meet program. All gate receipts shall be returned to the Commissioner’s Office.

7.0 Order of Events for the Championships

The order of events for the championship meet shall be: The first day of decathlon and heptathlon shall occur on the first day of the scheduled meet, and the second day of the decathlon and heptathlon will occur on the second day of the scheduled meet.

The host institution will provide a tentative schedule 30 days prior to the PacWest conference championship. The order of schedule may slightly differ between host institutions as dictated by facilities.

8.0 Coaches Meetings

8.1 The Track & Field and Cross Country Coaches will meet at the site of the upcoming PacWest Track & Field Championships. Attendance is mandatory for all head coaches.

8.2 The PacWest Track & Field and Cross Country Coaches Meeting shall take place the Wednesday of the second full week in December. This will most likely be done via conference call.

9.0 All other situations not covered by these conference regulations should be referred to the NCAA Championships rules handbook and handled accordingly.
